    The height of the DPM upstand / DPC could well be correct if that matches the finished floor level.

    If the concrete slab in the photo is the finished floor level there is a problem

    If that’s just the concrete oversight and there is insulation and screed going on top it’s probably too high if anything

    Leave it in it’s your DPM and radon barrier

    Yellow dpm is usually a gas membrane, this is lapped into your dpc as a standard detail to prevent any chance of residual gas in the ground below the slab getting inside the room and preventing a potentially hazardous build up. This needs to be left intact and should not be drilled through or cut.

    About 15/20 years ago this was the norm , designed to keep any fuel spoilage from entering the cavity, less so nowadays as cavity trays are fitted were a garage is connected to a property

    Yes normally, you will find the floor level in your garage around 4 inches below your dpc on the property
